Under the present arrangement the Scots have twice as many votes per head as the English – one to govern themselves, by electing members to the Scottish Parliament, and one to govern the English, by electing members to the Parliament of the United Kingdom. And while the English are more likely to vote Conservative, the Scots send only Labour members to Westminster – even if they don't send them to Edinburgh.
